No fee to access the WhatsApp Business API directly, but Meta bills each delivered message. Each business number gets 1,000 free service messages a month.
Not entirely. Meta charges no additional fee to access the WhatsApp Business API directly, but you pay for each delivered message, priced by message type and the customer's country code. Each business phone number gets 1,000 free service messages a month, and messages customers send you are never charged.
Free versus paid
The WhatsApp Business website's FAQ says: “Meta charges businesses for the messages they send to users. There is no additional fee to access our platform directly.” Since 1 October 2026 that includes the free-form replies that used to cost nothing.
Free
Messages customers send you. Meta charges only for messages from businesses to users.
The first 1,000 service messages a month. Per business phone number, no rollover. Group sends draw from them, one per delivered recipient.
Messages in a Click-to-WhatsApp ad's free window. If you reply within 24 hours of the customer's message from the ad (sent from the phone app), a free window opens. Plan on it lasting 72 hours.
Messages that fail to deliver. Meta charges only when a message is delivered.
Service messages for eligible governments and non-profits. Beyond the monthly 1,000, through 31 December 2027.
Paid
Marketing, utility and authentication templates. Charged from the first one. The free 1,000 are service messages only.
Service messages after the 1,000. Your free-form replies inside the 24-hour window.
Utility templates sent inside the 24-hour window. Billed since 1 October 2026.
Meta Business Agent messages. Per token, even inside an ad's free window.
On how long the ad window lasts, Meta's developer pricing page says it “may remain open for up to 7 days” and the WhatsApp Business website says 72 hours, so plan on 72. It applies to messages sent from Click-to-WhatsApp ads in the WhatsApp phone app (Android or iPhone). The rates themselves are in WhatsApp pricing from 1 October 2026.
The WhatsApp Business app is a different product
The WhatsApp Business app on your phone is free to download and use. The WhatsApp Business website's FAQ describes it as “a free-to-download app” that “is free to use”. Some optional extras from Meta cost money, such as a Meta One business plan for a verified badge and more use of Meta's AI agent in the app. Messages sent through the API are billed per delivered message, and that stays true if you run both on one number through coexistence, where Meta allows it.
Where “free WhatsApp API” offers come from
Providers that connect you to the platform can charge for their own software on top. The WhatsApp Business website's FAQ says “Partners may charge additional fees based on value-added services or technologies they provide.” Meta's message fees apply either way: Meta bills you directly, or bills your provider, which passes them on in its own invoice. When a provider says “free”, ask who pays Meta's fees and what the per-message rate is for your customers' countries. Zymbler is built on the official WhatsApp Business Platform, and Meta bills message fees to your own WhatsApp Business account directly.
What a month might cost
Two made-up businesses, worked out with the same rates as the calculator.
A clinic · India
Sends 400 appointment confirmations (utility) and answers 300 patient chats of 4 replies each (service).
Some free “WhatsApp API” tools automate a personal or Business app number instead of using the Business Platform. For personal accounts, WhatsApp's Terms of Service (outside Europe) say you will not use its Services in ways that “involve sending illegal or impermissible communications such as bulk messaging, auto-messaging, auto-dialing, and the like”. For the Business app, WhatsApp's terms say a business must not “develop or use any applications that interact with our Business App Services without our prior written consent”. Under both, WhatsApp can suspend the account.
What this page can't tell you
Your tax. Meta says applicable VAT, GST, sales tax or other tax will be included in your invoice. It doesn't say at what rate.
Volume tiers. They apply only to utility and authentication messages, at volumes well above a small business's.
Future rates. Meta can change prices only on the first day of a quarter. The rates here are Meta's card effective 1 October 2026 (Meta's pricing page).
Direct access is; the messages aren't. The WhatsApp Business website's FAQ says there is no additional fee to access its platform directly, and that Meta charges businesses for the messages they send. If you connect through a provider, the FAQ says partners may charge their own fees. The Cloud API is how businesses reach that platform.
How many free WhatsApp messages do I get?
1,000 service messages per business phone number each month. They don't roll over, and group sends use them up too. Replies inside a Click-to-WhatsApp ad's free window are also free; Meta doesn't say whether they count toward the 1,000.
Do I pay for messages customers send me?
No. Meta says it does not charge for messages from users to businesses.
Is the WhatsApp Business app free?
Yes, to download and use. The WhatsApp Business website's FAQ calls it a free-to-download app that is free to use. Some optional extras from Meta cost money, such as a Meta One business plan for more use of Meta's AI agent in the app. It's a different product from the API, which is billed per delivered message.
Are failed WhatsApp messages charged?
No. Meta says businesses are only charged when a message is delivered.
Why do some providers advertise a free WhatsApp API?
Meta's message fees apply whichever provider you use. If you use a Solution Provider, Meta bills the provider for your usage, and the provider may pass that on in its own invoice, plus fees for its own services. Ask who pays Meta's fees and at what rate. With Zymbler, Meta bills message fees to your own WhatsApp Business account directly.
Can Meta change these prices?
Yes, but only on the first day of a quarter, so at most four times a year. We haven't seen a date for the next change.
