WhatsApp pricing change: what's new from 1 October 2026

From 1 October 2026 Meta charges for replies too. What changed, what a reply costs in your country, and the 1,000 free replies each business number still gets.

The short answer
From 1 October 2026, Meta charges for the messages you send inside the 24-hour customer service window: ordinary replies (service messages) and utility templates sent in response. Each phone number gets 1,000 free service messages a month. After that a reply costs the same as a utility message in the customer's country: US$0.0014 (₹0.115) in India, US$0.0034 in the US and Canada.

What changed on 1 October 2026

Two kinds of message that used to be free are now billed per message. Meta's own wording, from its pricing documentation:

  • Service messages.“Meta will charge on a per-message basis for all service messages”. These are the free-form replies you type (or your AI agent sends) while a customer's 24-hour window is open. They had been free since 1 November 2024.
  • Utility templates sent in reply. Utility messages “sent in response to users (within an open 24-hour customer service window)” are charged too. They had been free since 1 July 2025.

A service message costs the same as a utility or authentication message in that market. Unlike utility and authentication, service messages get no volume discounts, so the price is flat however many you send.

Nothing changed about how you're charged. Since 1 July 2025 WhatsApp has billed per delivered message, priced by the recipient's country code. October moved the free replies onto that meter.

The 1,000 free service messages

Every business phone number gets one shared allowance of 1,000 delivered service messages a month, in every country. The small print:

  • It's per business phone number, not per account. Two numbers, two allowances.
  • Unused messages don't roll over: the count resets each month.
  • Group messages come out of the same 1,000, one for each delivered recipient.
  • Utility templates sent inside the window don't get a free allowance. They're billed from the first one.
Careful
No payment method? Replies stop after 1,000
Meta delivers the first 1,000 service messages each month even without a payment method on file. After that it stops delivering service messages, so with no card on your WhatsApp account, your replies start failing once the free 1,000 are used. Check yours now. Meta bills your WhatsApp Business account directly, so that's where the card goes. Where to add a payment method.

What a WhatsApp message costs now

Prices per delivered message from Meta's rate card effective 1 October 2026, in US dollars. A service reply and a utility message cost the same, so they share a column.

Customer's countryReply or utilityAuthenticationMarketing
India$0.0014$0.0014$0.0118
Indonesia$0.0250$0.0250$0.0411
Brazil$0.0068$0.0068$0.0625
Mexico$0.0085$0.0085$0.0397
United States & Canada$0.0034$0.0034$0.0250
United Kingdom$0.0220$0.0220$0.0635
Germany$0.0550$0.0550$0.1365
United Arab Emirates$0.0157$0.0157$0.0576
Saudi Arabia$0.0107$0.0107$0.0576
Nigeria$0.0067$0.0067$0.0516
South Africa$0.0095$0.0095$0.0379
Pakistan$0.0150$0.0150$0.0473

In rupees, Meta's INR card puts India at ₹0.115 for a reply, utility or authentication message and ₹0.8631 for marketing. The WhatsApp pricing calculator has all 47 markets and works out a monthly total for you.

The same rate card moved some prices. Marketing went up in Mexico, Saudi Arabia, the UAE, Kuwait, Morocco, the rest of the Middle East and the rest of Asia Pacific. Utility and authentication went up in Pakistan, South Africa, Kazakhstan, Kuwait, Morocco, Oman, Peru and Ukraine, and down in Bangladesh, Iraq, Nepal and Sri Lanka. Nine of those markets now have their own prices instead of a regional one.

What's still free

  • The first 1,000 service messages per number each month.
  • Messages inside a free window. When someone taps a Click-to-WhatsApp ad in the WhatsApp phone app (Android or iPhone, not desktop or web) and you reply within 24 hours, your messages to them are free for a while: marketing, utility, authentication and service. Plan on 72 hours. Meta's developer pricing page, updated 30 September 2026, says the window “may remain open for up to 7 days”; the WhatsApp Business website says 72 hours, and also lists Facebook Page call-to-action buttons as a way in. Messages from Meta's own AI agent are still charged.
  • Everything you send from the WhatsApp Business app on your phone.
  • Service messages from eligible governments and non-profits, until 31 December 2027.

If an AI agent answers your WhatsApp

Every reply an AI agent sends inside the window is a service message, so this change lands squarely on anyone using one. Here's the arithmetic for a business in India with 500 customer chats a month and about six replies per chat:

  • 3,000 replies, minus the 1,000 free ones, leaves 2,000 billed.
  • 2,000 × ₹0.115 = ₹230 a month at list rate.
  • One six-reply chat costs about ₹0.69 once the free tier is used up.

That's small next to what one booked customer is worth, but it's no longer zero.

Meta's own AI agent, Meta Business Agent, is priced differently again: since 1 August 2026 it's billed per token, at US$2.00 per million, and Meta puts a typical message at 20,000–25,000 tokens, or roughly 4–5 US cents. Those messages aren't free inside an ad's free window either.

What to do about it

  1. If you already run ads, point them at WhatsApp. Reply within 24 hours and your messages in the free entry point window cost nothing. The ads themselves are paid separately.
  2. Reply in free form inside the window rather than with a utility template. They cost the same per message, but only service messages draw on the 1,000 free.
  3. Keep a payment method on your WhatsApp account. Without one, replies stop after the first 1,000 in a month.
  4. In India, move to an INR account. Meta requires eligible Indian businesses to bill in rupees by 31 December 2026, and from 1 January 2027 it stops delivering messages from non-INR accounts.
  5. Send marketing templates to people who asked for them. Marketing is the expensive category everywhere (about 7.5× the price of a reply in India), so a smaller, warmer broadcast list is usually the biggest saving.

Other changes this quarter

  • From 1 September 2026, eligibility for authentication-international rates is judged across 18 markets.
  • Meta says businesses using its Marketing Messages API can choose to set a maximum price per marketing message, starting in 2026.
  • On 15 October 2026 Meta retires versions 2 and 3 of Embedded Signup, the window providers use to connect your number. Nothing to do on your side if your provider has moved to version 4.

Questions people ask

Are WhatsApp replies to customers free?
Not anymore. Since 1 October 2026 Meta charges for service messages, the free-form replies you send inside the 24-hour window. Each business phone number gets 1,000 free service messages a month, and replies inside a Click-to-WhatsApp ad's free window stay free.
How much does a WhatsApp reply cost in India?
₹0.115 per delivered service message (US$0.0014), the same as a utility message. A marketing message costs ₹0.8631. Meta's FAQ says any applicable VAT, GST, sales tax or other tax appears on your invoice.
Do messages I send from the WhatsApp Business app cost anything?
No. The WhatsApp Business app is free. Only messages sent through the WhatsApp Business Platform (the API) are billed, and that stays true when you use both on one number through coexistence.
Is the 1,000 free messages per account or per number?
Per business phone number, per month. Unused messages don't roll over. Group messages draw from the same allowance, one for each delivered recipient. Only service messages count: utility templates sent inside the window don't get a free allowance.
Is WhatsApp conversation pricing gone?
Yes. Since 1 July 2025 Meta charges for each delivered message instead of each 24-hour conversation.
Is the WhatsApp Business API free?
No. Meta charges no fee to access the platform directly, but you pay for each delivered message, apart from 1,000 free service messages per business phone number each month.
What happens if I haven't added a payment method?
Meta still delivers your first 1,000 service messages each month. After that it stops delivering service messages until a payment method is on file.
