Meta prices each message by the recipient's country code, not by where your business is. An Indian business messaging a +971 number pays the UAE rate, which is ₹4.2114 for marketing. A business abroad messaging a +91 number pays the India rate above.
Replies were free from November 2024 until 30 September 2026. The pricing-change guide covers what changed.
Meta's FAQ says “the applicable VAT, GST, sales tax or any other applicable tax will be included in your invoice.” It doesn't give a rate for India, so this page doesn't either. The rates above are Meta's list rates.
Meta requires eligible India-based customers to move all their Messaging accounts to INR by 31 December 2026. From 1 January 2027, it stops delivering messages from their accounts in any other currency. Eligible means Solution Providers and directly integrated businesses whose Sold-To country in Meta's Billing Hub is India. Check the currency on each Messaging account in Meta's tools, and if you aren't sure this applies to you, ask Meta or your provider.
Meta applies volume tiers to utility and authentication messages only, at very high monthly volumes. Service and marketing messages have no tiers, so a small business pays the rates above.

Meta's rate card for India, effective 1 Oct 2026 (source). We count replies to ad chats as free and don't take them out of the free 1,000. That assumes they fall inside the ad's free window, and Meta doesn't say whether they use up the free 1,000. Meta's FAQ says any applicable VAT, GST, sales tax or other tax appears on its invoice. Very high utility and authentication volumes get lower tier rates, and some businesses pay higher authentication-international rates; neither is shown here.
