How Meta works out your bill

  • Per delivered message. Not per conversation, and nothing for messages that fail to deliver.
  • By the customer's country code. The rate follows the recipient's number, wherever your business is.
  • By type. Marketing templates cost the most. Utility, authentication and service replies cost the same in a given market.
  • Minus the free ones. 1,000 service messages per business phone number each month, and messages inside a Click-to-WhatsApp ad's free window.

Replies became billable on 1 October 2026; they had been free since 1 November 2024. The full story, with the rates that moved, is in WhatsApp pricing from 1 October 2026.

Three example monthly bills

Three made-up businesses, worked out with the same rates as the calculator.

A clinic · India

Sends 400 appointment confirmations (utility) and answers 300 patient chats of 4 replies each (service).

1,200 replies − 1,000 free = 200 billed × ₹0.1150 = ₹23.00400 utility messages × ₹0.1150 = ₹46.00

₹69.00a month

A travel agency · United Kingdom

Sends one promotion to 1,000 past customers (marketing) and answers 150 chats of 5 replies each (service).

750 replies − 750 free = 0 billed × $0.0220 = $0.001,000 marketing messages × $0.0635 = $63.50

$63.50a month

A solar installer · United Arab Emirates

Answers 800 chats of 5 replies each (service). 60% start from Click-to-WhatsApp ads.

4,000 replies − 2,400 from ads − 1,000 free = 600 billed × $0.0157 = $9.42

$9.42a month

We count replies to ad chats as free and don't take them out of the free 1,000. That assumes they fall inside the ad's free window, and Meta doesn't say whether they use up the free 1,000.

What an AI agent costs in messages

An AI agent answering your WhatsApp sends service messages, so its replies are priced like any other reply. Set “Replies you send per chat” to how many messages your agent usually sends in one chat. Meta's own AI agent, Meta Business Agent, is billed differently, per token, which Meta estimates at roughly 4–5 US cents per message.

Questions people ask

Is the WhatsApp Business API free?
No. Meta charges no fee to access the platform directly, but you pay for each delivered message, at a rate set by the customer's country and the message type. Each business phone number gets 1,000 free service messages a month, with no rollover. The WhatsApp Business app on your phone is free.
How much does a WhatsApp message cost in India?
From 1 October 2026: ₹0.115 for a reply (service), utility or authentication message, and ₹0.8631 for a marketing message, per delivered message.
Is WhatsApp pricing per message or per conversation?
Per message. Since 1 July 2025 Meta charges for each delivered message, and conversation-based pricing is gone. The price depends on the message type and the country code of the customer's phone number (+91 for India).
Why does my country matter?
Meta prices each message by the customer's phone country code. If your business is in India but the customer's number is from the UAE, you pay the UAE rate. Some countries have their own price and others share a regional one: find yours in the list on this page.
Are failed or undelivered messages charged?
No. Meta charges only when a message is delivered, not when it is sent.
Do Click-to-WhatsApp ads give free messages?
Yes, for a while. When someone taps a Click-to-WhatsApp ad in the WhatsApp phone app (Android or iPhone) and you reply within 24 hours, Meta opens a free window. Meta's developer pricing page says it may stay open for up to 7 days, and the WhatsApp Business website says 72 hours, so plan on 72. Messages from Meta's own AI agent are still charged.
Is tax added to Meta's WhatsApp prices?
The rates here are Meta's list rates. Meta's FAQ says any applicable VAT, GST, sales tax or other tax appears on your invoice. It doesn't say what rate, so we don't either.
Are there volume discounts on WhatsApp messages?
Only for utility messages (updates, reminders) and authentication messages (login codes), in tiers that apply at very high monthly volumes. Service and marketing messages have no volume tiers.
Which currency will I be billed in?
You pick one of Meta's 16 billing currencies when the WhatsApp account is created. You can't change it on that account; Meta's Currency Migration API helps move to an account in another currency. This calculator shows USD and INR. In India, Meta requires eligible customers to move all their accounts to INR by 31 December 2026, and from 1 January 2027 it stops delivering messages from their non-INR accounts.
When do WhatsApp prices change?
Meta may change prices only on the first day of a quarter, so at most four times a year. We haven't seen a date for the next change. The rates here are the ones effective 1 October 2026.
Who bills me for WhatsApp messages, and what do providers add?
Meta sets the per-message rates. If you use a Solution Provider, Meta bills the provider for your usage, and the provider may pass that on in its own invoice, plus fees for its own services. With Zymbler, Meta bills message fees to your own WhatsApp Business account directly, using the payment method you add in Meta's tools.
