'Phone Number In Use' error

The number is registered elsewhere. Identify where, and how to release it.

During WhatsApp setup you saw this dialog:

Phone Number In Use. This phone number is already registered to a WhatsApp account. To continue, migrate this phone number or disconnect it from the existing account. Then, return to this page and try again. It can take up to 3 minutes for the number to refresh.

A WhatsApp number can only live in one account at a time. The fix is to figure out where it's currently registered, release it from there, wait a few minutes, and retry.

Quick triage

  1. Have you ever installed WhatsApp on a phone with this SIM?→ Almost certainly that's where the number is. Open WhatsApp, delete the account, wait 3 minutes, retry.
  2. Have you ever used WhatsApp Business app with this number? → Same fix, different app. Delete from there.
  3. Have you ever sent messages through Gupshup / AiSensy / MSG91 / Twilio / Interakt / Wati / 360dialog / Karix / Kaleyra? → The number is on their WABA. Release from their dashboard.
  4. None of the above?→ It may be on a Meta WABA you don't remember. Check business.facebook.com → WhatsApp Manager across all your Meta Business Accounts.

If you released the number and still see the error

The most common reasons it sticks:

  • You haven't waited long enough.Meta's registry can take up to 15 minutes to refresh — the dialog says 3 minutes, but in practice it's often longer for India and SEA numbers. Give it 15, then retry.
  • You released from one place but it's also on another. Some numbers were active on both the consumer app AND a BSP. Delete from both.
  • You released but didn't confirm.Some BSP dashboards have a confirmation step (email click, OTP). Without it, the number isn't actually released.
  • You're trying to add it to a different Business Account than the one it was released from. Should still work — but slower (~15 minutes). Verify under the right account.

Diagnostic: where IS the number?

If you genuinely don't know, run this 30-second test:

  1. Open WhatsApp on any other phone.
  2. Try to send a message to the number as if it were someone else's.
  3. If a profile name, photo, or "about" text appears, the number IS on consumer WhatsApp. Delete from there (Path A in Free up an existing WhatsApp number).
  4. If "Invite to WhatsApp" appears, it's not on the consumer app — check WhatsApp Business app, then BSPs.
Edge case: SIM reused after release
If you released the number and then immediately reinstalled WhatsApp on a phone with that SIM (auto-detection on first launch), it re-registers on the consumer app. Delete again — and don't open WhatsApp on the SIM's phone in the meantime.

When nothing else works

A small percentage of numbers get into a stuck state in Meta's registry. If you've waited 24 hours after releasing from every known source and the error persists:

  1. File a support ticket with Meta from business.facebook.com → Help → Support.
  2. Include: the number (with country code), where you last had it registered, when you released it, and screenshots of the error.
  3. In the meantime, you can use a different phone number — once the stuck one clears, you can migrate the new WABA's phone numbers.
