Meta caps how many customers you can message first in any 24 hours, starting at 250. How the limit rises, and where to check it.
A new business on WhatsApp can message 250 different customers first in any 24 hours. Meta raises that number when you verify your business or send enough high-quality messages. Zymbler doesn't show your limit or your quality rating, so check both in Meta's WhatsApp Manager. Meta's rules here are as of October 2026.
The messaging limit is how many different customers your business can message first (outside their 24-hour window) in any rolling 24 hours. It is shared by all your numbers: since 7 October 2025 Meta sets it per business portfolio, not per phone number.
Replies don't count. When a customer writes first, you can answer them as often as you like inside the window, and the agent's replies to those customers don't use up the limit. A message to a customer who hasn't written in the last 24 hours needs an approved template, and that counts.
New business portfolios start at 250. From there the limit can rise to 2,000, then 10,000, then 100,000, then unlimited.
From 250 to 2,000. Meta lists three ways:
Meta says a verification decision can take up to 14 working days.
Beyond 2,000. It happens automatically. Meta raises the limit by one level, within 6 hours, when you are sending high-quality messages across your numbers and templates, and in the last 7 days you used at least half of your current limit.
Your quality rating reflects how customers reacted to the messages they received from you over the past 7 days: blocks, reports, mutes, archives and the reasons people give when they block you. WhatsApp Manager shows it as green (high), yellow (medium) or red (low).
Meta's guidance for keeping it high includes avoiding open-ended welcome messages and not sending too many messages per day.
A drop in quality no longer lowers your limit. Meta also retired the Flagged and Restricted number statuses on 7 October 2025. Quality still matters, because high-quality messages are part of how the limit goes up.
Separately from the 24-hour limit, Meta caps how fast a number can send: up to 80 messages a second by default, rising to 1,000 automatically, or a fixed 20 a second for a number that also uses the WhatsApp Business app. Zymbler's workflows send 20 contacts every 10 seconds, about 2 a second, well under any of these.
